基于灾害脆弱性分析的医院应急管理现状及策略研究

摘　　要：目的:通过开展医院灾害脆弱性分析和应急管理工作调查,指导完善医院应急管理体系建设。方法:采用问卷调查和小组讨论法,对医院三院区灾害脆弱性和应急管理工作实施情况进行描述性分析。结果:内部/外部火灾(24.52%)、电力故障(25.27%)、突发大规模伤员救治事件(18.77%)以及危险化学品或生物样本材料暴露(23.52%)为发生可能性较大的风险事件;应急管理工作方面,职工应急意识待加强、应急预案待改进及监督检查工作待落实。结论:医院应进一步梳理并修订应急预案,落实内外部响应机制协同配合,加强培训和应急演练,建立并实施监督检查机制,结合医院实践,总结问题,不断改进,提高医院整体应急能力,更好地为人民生命健康安全保驾护航,为社会经济发展贡献应急处置力量。Objective:To guide the improvement of hospital emergency management system construction by analyzing disaster vulnerability and investigating emergency management practices.Methods:A descriptive analysis was conducted on the disaster vulnerability and emergency management implementation across three hospital campuses using questionnaires and group discussions.Results:High-risk events include internal/external fires(24.52%),power outages(25.27%),sudden large-scale casualty incidents(18.77%),and exposure to hazardous chemicals or biological samples(23.52%).Regarding emergency management,gaps were identified in staff emergency awareness,emergency plan refinement,and supervision and inspection.Conclusion:Hospitals should further review and revise emergency plans,implement coordinated internal and external response mechanisms,enhance training and emergency drills,and establish robust supervision and inspection mechanisms.Continuous improvement through problem identification and hospital practice can enhance overall emergency response capabilities,safeguard public health,and contribute to social and economic development.
