TOE框架下公共图书馆服务水平的提升路径研究——基于我国31个省份的QCA分析

摘  要:作为公共文化服务的重要载体,公共图书馆服务水平的提升对于现代化公共文化服务的高质量发展至关重要。文章基于TOE框架,运用模糊集定性比较分析法,以31个省(自治区、直辖市)的公共图书馆为案例,探讨了多重条件对公共图书馆服务提升的联动反应和匹配模式。研究发现:技术、组织、环境维度的6个前因变量均无法单独作为公共图书馆服务提升的必要条件;存在技术—平衡型、技术—组织型、技术—环境型3种公共图书馆高水平服务的驱动路径;我国东、中、西部公共图书馆服务水平提升的路径存在明显差异。基于此,文章提出各地区公共图书馆应基于自身的条件禀赋,因地制宜地选择适合的发展路径,同时加强地区间的资源共享,促进我国东、中、西部公共图书馆服务的均等化。As an important carrier of public cultural services,the improvement of public library service level is crucial to the high-quality development of modern public cultural services.Based on TOE framework and using fuzzy set qualitative comparative analysis method,this paper takes public libraries in 31 provinces(autonomous regions and municipalities directly under the Central Government)as cases to explore the linkage response and matching mode of multiple conditions to the improvement of public library services.The results show that the six antecedent variables of technology,organization and environment can not be used as the necessary conditions for the improvement of public library service.There are three driving paths of high level of public library service:technology-balance type,technology-organization type and technology-environment type.There are obvious differences in the ways of improving public library services in the east,middle and west of China.Based on this,each regional public library should choose a suitable development path according to its own conditions and endowments.At the same time,it should strengthen regional resource sharing and promote the equalization of public library services in the east,middle and west of China.
