摘　　要：数字化时代背景下,在线办公在高校得以广泛应用并持续深化,海量异构电子文件的规范化归档管理面临新的机遇与挑战。在梳理高校电子文件归档发展现状和面临的主要问题的基础上,提出基于价值、资源、策略、流程四个全局观的归档宏观策略,并就技术、管理、安全、法律等方面的风险因素及其防控对策进行深入分析,进而构建出全面的电子文件归档风险管控体系,以期为新时期高校电子文件规范化、标准化归档和集约化、智能化管理提供理论指导和实践参考。In the post-epidemic era,online office is widely used and continuously deepened in colleges and universities,and the standardized archiving management of massive heterogeneous electronic files faces new opportunities and challenges.On the basis of reviewing the development status and main problems of electronic document archiving in colleges and universities,this paper proposes a macro archiving strategy based on the four overall perspectives of value,resources,strategy and process,and makes an in-depth analysis on the risk factors and prevention and control countermeasures in technology,management,security,law and other aspects,so as to build a comprehensive risk management and control system for electronic document archiving.In order to provide theoretical guidance and practical reference for the standardization,standardized archiving,intensive and intelligent management of electronic documents in colleges and universities in the new era.
