出境生物物种资源监管工作的探讨

摘　　要：生物物种资源为人类社会发展提供了重要物质基础,是国家的重要战略资源,关系到国家利益、国家安全和经济社会可持续发展。为有效遏制我国物种资源流失,保护国门生物安全,本文在阐述我国生物物种资源流失及相关法律法规建设的基础上,分析了物种资源出境监管工作存在的问题,提出了对生物物种资源出境监管的对策建议,包括完善法律法规建设、健全查验体系、制定管制物种名录、加强基础研究与人才队伍建设等,为开展物种资源出境监管工作提供参考。Biological species resources provide material basis for the development of human societies,and serves as important strategic resources which are related to the national interest,security,and sustainable economic and social development of a country.In order to curb the loss of biological species resources and protect the bio-safety of China,we analyzed problems of exit supervision of species resources on the context of the continual loss and current legislation situation of biological species resources in china.Furthermore,some suggestions and countermeasures were presented,such as improving construction of management regulations,perfecting inspection system,formulating a list of the exit species for managing and controlling,as well as strengthening research and talent and team building.It would provided a reference for exit supervision of species resources.
