琼粤相向发展中海口港与湛江港物流基础设施互联互通路径探讨

摘　　要：区域经济一体化和现代物流体系建设已成为提升国家竞争力的关键战略。海口港和湛江港作为琼粤两省联系最为紧密的港口,其互联互通水平直接影响着琼粤乃至海南与全国其他地方的物流效率。在分析琼粤两省相向发展战略背景的基础上,阐述海口港与湛江港物流基础设施建设的现状,指出两地在物流基础设施建设、物流信息共享机制、区域协同建设、港航绿色物流建设等方面存在不足。应通过强化国家和地方政策推动,优化港口基础设施建设;加大信息技术投入,共建物流信息共享平台;提高共建、共管、利益共享的协同水平;共建区域港口集群,充分发挥协同效应;推动港口绿色物流协调发展,打造中国智慧范例等路径,推动琼粤两地物流基础设施的互联互通。Regional economic integration and the construction of modern logistics systems have emerged as key strategies for enhancing national competitiveness.Haikou Port and Zhanjiang Port,being the ports with the closest ties between Hainan and Guangdong provinces,directly influence the logistics efficiency not only between Hainan and Guangdong but also between Hainan and other regions across the country.Based on the analysis of the strategic background of mutual development between the two provinces,this paper expounds the current situation of logistics infrastructure construction in Haikou Port and Zhanjiang Port,and points out the deficiencies in aspects such as logistics infrastructure construction,logistics information sharing mechanisms,regional collaborative construction,and green logistics construction in ports and shipping in both regions.By enhancing national and local policy support,optimizing port infrastructure construction;increasing investment in information technology,building a logistics information sharing platform;improving the level collaboration,co-management,and shared benefits;jointly building a regional port cluster,fully leveraging the synergistic effect;promoting the coordinated development of green logistics at ports and creating a smart Chinese model,we will promote the interconnection of logistics infrastructure in Hainan and Guangdong.
