摘　　要：在大数据时代背景下,以数据挖掘和应用为基础的智慧城市建设已成为城市发展的必然趋势。作为社会管理与城市治理的主体,政府所形成并管理的数据资源约占全社会总量的80%。有效治理这些数据不仅能产生新的价值,也有助于加速智慧城市建设的推进。文章将对政府数据开放进行解构,揭示其与微信生态圈之间的逻辑关系及作用机制;同时,将探讨当前政府数据开放面临的主要困境,并寻求基于微信生态圈的政府数据开放发展实践路径的潜在可能性。这对我国政府数据开放平台的优质发展具有重要的理论和现实意义。In the context of the Big Data era,the construction of smart cities based on data mining and application has become an inevitable trend in urban development.As the main body of social management and urban governance,the data resources formed and managed by the government account for about 80%of the total social volume.Effective governance of these data can not only generate new value,but also help accelerate the construction of smart cities.The article will deconstruct government data openness,revealing its logical relationship and mechanism of action with the WeChat ecosystem.At the same time,we will explore the main challenges faced by current government data openness and seek potential paths for the development of government data openness based on the WeChat ecosystem.This has important theoretical and practical significance for the high-quality development of China’s government data open platform.
