城市精细化管理视角下的社会生活噪声污染防治——以沈阳市为例

摘　　要：城市化进程的加快使人们的活动密度增大,社会生活噪声污染的出现也越来越频繁。城市精细化管理已成为众多城市不断探索与完善的新课题,公众对于私人生活安宁权的要求逐渐提高,对噪声的容忍度也越来越低。为解决社会生活噪声给居民生活带来的困扰,提高居民生活质量,从城市精细化管理视角出发,深入剖析社会生活噪声污染的根源、特性及其影响,利用文献分析和问卷调查等研究方法,从城市空间规划、社区管理、公众参与等多个维度,以《中华人民共和国噪声污染防治法》为城市噪声治理的法律支撑,提出了社会生活噪声的治理路径,以期为沈阳市及其他同类城市构建科学有效的社会生活噪声污染治理体系提供参考。The acceleration of urbanization enhances people′s dense activities,making noise pollution in social life more and more frequent.At the same time,urban refined management has become a new development issue that many cities are constantly exploring.The public′s demand of the right for private peace and quiet is also increasing year by year,and their tolerance for noise is getting lower and lower.To solve the problems brought by social life noise to the residents and improve their quality of life,this paper analyzes the root causes,characteristics and impacts of urban noise pollution from the perspective of urban refined management,and provides a clear and powerful legal support for urban noise management by combining with The Law of the People′s Republic of China on the Prevention and Control of Noise Pollution in terms of urban spatial planning,community management and public participation.This paper proposes references on social life noise management strategies,with the aim of building a scientific and effective urban noise pollution management system for Shenyang and other cities.
