摘　　要：2020年,我国提出“30•60”的双碳愿景,是我国积极应对气候变化的庄严承诺。海南自贸港建设为海南国际碳交易市场的建立和发展提供了坚实的政策基础。结合我国碳交易市场发展的现状与海南发展国际碳交易市场的现实困境,充分借鉴国外碳交易的经验,提出从强化政策与法规支持,健全碳交易制度体系;优化碳交易市场机制,发挥海南蓝碳资源优势;加强国际合作与交流,打造碳市场的国际定位;建立国际碳资产平台,丰富国际碳交易产品四个方面创新发展,提高我国在国际碳交易市场尤其是蓝碳产品市场的话语权,打造“双碳”背景下的中国海南样板。In 2020,China put forward the"30•60"dual carbon vision,which is a solemn commitment of China to actively respond to climate change.The construction of Hainan Free Trade Port provides a solid policy foundation for the establishment and development of Hainan international carbon trading market.Based on the current situation of China's carbon trading market and the realistic dilemma of Hainan's development of international carbon trading market,the paper draws on the experience of foreign carbon trading,and proposes to strengthen the support of policies and regulations to improve the carbon trading system.Optimize the carbon trading market mechanism and give play to the advantages of blue carbon resources in Hainan;Strengthen international cooperation and exchanges to create an international positioning of the carbon market;Establish an international carbon asset platform,enrich international carbon trading products and other four aspects of innovation and development,improve China's voice in the international carbon trading market,especially in the market of blue carbon products,and create a"double carbon"vision of China's Hainan model.
