摘 要:传统的依靠救助人员经验来优选救助力量的方法,已经不能满足当前海上救助不断提高的信息化和智能化需求。鉴于此,基于直觉模糊逼近理想解排序法(TOPSIS),构建面向海上人命险情的救助力量排序模型,选取救助力量抗风等级、现场人员转移速度、转移人员数量、应急通信能力和到达现场时间5个指标作为评价指标层,采用熵权法确定这5个指标的权重,利用加权TOPSIS法对救助力量的大规模人命救助能力进行评价及排序,并以福建省海上大规模人命救助为例进行模型验证。研究结果表明:运用熵权-TOPSIS法构建的救助力量排序模型得出的救助力量排序,这种方法符合实际情况要求;排名靠前的专业救助船舶、海巡艇与专业救助直升机,能够精准并高效地完成救助任务,适用于海上大规模人命险情的救助力量快速优选需求,能为后续救助决策中的救助力量协同调度提供依据。The traditional methods of relying on the experience of rescuers to optimize the rescue force could no longer satisfy the ever-increasing informationization and intelligent demand of the current maritime rescue.In view of this,based on the intuitive fuzzy approximation of ideal solution ranking method(TOPSIS),the rescue force ranking model was constructed for the rescue of life-threatening situations at sea,and five indexes of rescue force wind resistance level,on-scene personnel transfer speed,number of transferred personnel,emergency communication capability and arrival time were selected as the evaluation index layer.The entropy weighting method was used to determine the weights of these five indicators,and the weighted TOPSIS method was used to evaluate and rank the large-scale life-saving capability of the rescue forces,and the model was validated by taking the large-scale life-saving at sea in Fujian Province as an example.The results of the study show that using the entropy weight-TOPSIS method,the rescue power ranking model constructed,resulting in the ranking of rescue efforts,this method meets the requirements of the actual situation;The top-ranked professional rescue ships,sea patrol vessels and professional rescue helicopters can accurately and efficiently accomplish the rescue tasks,which is suitable for the rapid selection of rescue forces in large-scale life-threatening rescue situations at sea,and can provide a basis for the cooperative scheduling of rescue forces in the subsequent rescue decision-making.
