摘　　要：优化营商环境在推动市场经济发展的同时,是促进社会流动还是加剧阶层固化?本文使用CFPS2010—2020六期完整数据,利用“放管服”改革这一准自然实验,探究了2010—2020年我国营商环境优化对代际流动性的影响。基准结果表明,“放管服”改革能显著提升代际流动性,经一系列稳健性检验后依然成立。机制分析表明,优化营商环境通过教育和就业两个渠道提升代际流动性。异质性分析表明,营商环境改善对代际流动性的提升作用在父代教育水平较低、家庭借贷约束高的群体和新兴就业机会多的地区更显著。为此,政府应进一步深化“放管服”改革,优化教育体系,大力发展战略性新兴产业,畅通高素质人才就业渠道。Is optimizing the business environment promoting social mobility or exacerbating class solidification while driving market economy development?Using the complete data of the sixth phase of CFPS2010-2020 and the quasi-natural experiment of the reform of"streamline administration and delegate power,improve regulation,and upgrade services",this paper explores the impact of China's business environment optimization on intergenerational mobility during 2010-2020.The benchmark results indicate that the reform of"streamline administration and delegate power,improve regulation,and upgrade services"can significantly enhance intergenerational mobility,which still holds true after a series of robustness tests.Mechanism analysis shows that optimizing the business environment will increase intergenerational mobility through education and employment.Heterogeneity analysis shows that the improvement of the business environment has a more significant effect on intergenerational mobility in groups with lower levels of parental education,high household borrowing constraints,and regions with more emerging employment opportunities.Therefore,the government should further deepen the reform of"streamline administration and delegate power,improve regulation,and upgrade services",optimize the education system,vigorously develop strategic emerging industries,and smooth the employment channels for high-quality talents.
