区域自主性与中亚地区主义

摘　　要：近年来,中亚国家领导人持续会晤,区域合作逐渐增强,域外大国也纷纷与中亚构建“C5+1”机制,举行元首峰会,促使学术界对中亚区域自主性问题展开讨论。区域自主性来源于地区主义,而全球南方国家地区主义动力受制于区域内部权力、利益和身份因素,也被域外大国所约束,限制了区域自主性。中亚地区主义因领导权争夺、内部相互联系不密切和身份意识不强,也因俄罗斯在中亚的影响力而发展动力较弱,导致区域自主性程度不高。2018年以来,中亚国家关系发生较大变化,在受到区域治理议题推动和身份意识提升加之域外大国博弈的多重影响下,中亚地区主义出现新的态势,中亚区域自主性提升。中亚区域自主性的提高,不仅有助于维护我国西部周边安全,降低外部干扰带来的不确定性,还能够有效应对俄乌冲突可能带来的不利影响,为“一带一路”倡议的高质量实施提供较为稳定的区域环境。In recent years,leaders of Central Asian countries have continued to meet and strengthen regional cooperation.Also,major powers outside the region have established the"C5+1"mechanism with Central Asian countries and held summits of heads of state.These have all prompted the academic community to discuss the issue of regional autonomy in Central Asia.Regional autonomy comes from regionalism but the impetus of regionalism in global south countries are constrained by power,interests and identity factors within the region,and major powers outside the region,which also limit regional autonomy.Regionalism in Central Asia has a low degree of regional autonomy due to the struggle for leadership,lack of close internal connections and weak identity awareness,as well as Russia's weak development momentum in Central Asia.Since 2018,relations between Central Asian countries have undergone major changes.Driven by regional governance issues,enhanced identity awareness,and the multiple influences of major powers'game,regionalism in Central Asia has shown a new trend and regional autonomy has been enhanced.The improvement of regional autonomy in Central Asia will not only help to maintain the security of China's western periphery and reduce the uncertainty caused by external interference,but also effectively deal with the negative effects of the Russia-Ukraine conflict and provide a relatively stable regional environment for the high-quality implementation of the"Belt and Road"initiative.
