摘　　要：探索利用外空矿产资源将成为未来我国重要的战略部署。文章梳理了外空矿产资源的基本情况,初步研判资源价值,同时,基于现行外空资源开发管理的国际法律框架,从国际关系的视角出发,对国际上开展外空矿产资源开发利用进展情况进行比较研究,识别出当前我国外空矿产资源开发利用所处的发展阶段和面临的国际关系。进而,以提升我国外空矿产资源开发利用管理水平为目标,从把握发展趋势、明确政策立场、深化各方合作、参与规则制定等方面对外空矿产资源开发利用进行了战略思考。Exploring the utilization of mineral resources in outer space will become a critical strategic deployment for China in the future.This article reviews the basic situation of mineral resources in outer space and conducts a preliminary assessment of their value.At the same time,based on the current international legal framework for the exploitation and management of outer space resources,it undertakes a comparative study of international activities in this domain from the perspective of international relations and identifies the development stage and international relations of the exploitation and utilization of China's outer space mineral resources.Furthermore,aiming to enhance China's management capabilities in this field,the article provides strategic thinking in areas such as understanding development trends,clarifying policy positions,deepening international cooperation,and participating in rule-making.
