摘　　要：研究了国外地下储气库价格机制,并结合我国天然气市场实际提出储气库价格机制的必要性和设计方案。主张采用“容量费+储气费”的两部制计价法对天然气的储气调峰进行单独收费。旨在推动储气库独立定价,市场化运行,完善天然气价格监管体系,促进储气库价格机制的健康发展。This paper studies the pricing mechanisms of underground gas storage facilities abroad and proposes the necessity and design scheme of gas storage facility pricing mechanism in China based on the actual situation of the natural gas market.It advocates the use of a two-part pricing system,which charges for storage capacity and storage services separately,to promote the independent pricing and market-based operation of gas storage facilities.The aim is to improve the natural gas price supervision system and promote the healthy development of gas storage facility pricing mechanism.
