摘　　要：“混合战争”是一种新型的国家对抗形式,区别于传统的战争形态,其在参战主体、作战样式、作战目标等方面呈现出新的特点,对城市防护建设提出了新的要求。首先,针对混合战争及其作战行动特征,分析了“混合战争”对城市人口防护需求的影响。然后,基于城市人口防护需求的变化对人防工程需求量中的掩蔽人口基数进行了调整并提出了掩蔽人口基数上的人防工程需求量计算方法。最后,结合某市区域人防工程规划进行了实例研究,为人防工程规划中掩蔽人口基数的计算提供参考。Hybrid warfare represents a novel form of state conflict,distinct from traditional warfare in terms of the participating actors,operational patterns and objectives.It introduces new demands for urban defence infrastructure.In this paper,we first analyze the impact of hybrid warfare on the requirements for protecting urban populations,considering its characteristics and operational features.Subsequently,we adjust the calculation of the demand for civil defence engineering based on the changes in population numbers requiring shelter.We propose a method for estimating civil defence engineering requirements based on the population seeking shelter.Lastly,we provide a case study involving regional civil defence engineering planning in a specific city,offering guidance for calculating the population seeking shelter in civil defence engineering planning.
