“文化润疆”的理想图景、现实逻辑及其推进路径

摘　　要：大小传统及其关系概念可以为理解“文化润疆”方略提供新的视角。在大小传统关系视角下,“文化润疆”的理想图景是实现少数民族文化与汉族文化的互融、地域文化与国家文化的兼容、本土文化与外来文化的交流。推进和实施“文化润疆”,面临“历史-现实、中心-边缘、多数-少数”的差异、理论准备与工作措施不足等现实问题。推进“文化润疆”的落地落实,需要构建一个理论,即中国特色“文化润疆”理论;完善两项制度,即完善“文化润疆”的国家政治制度,完善“文化润疆”的社会治理制度;强化三种责任,即夯实“文化润疆”的政府责任,激活“文化润疆”的社会责任,提升“文化润疆”的公民责任;创新四类形式,即通过文教融合促进“文化润疆”,通过文经融合促进“文化润疆”,通过文治融合促进“文化润疆”,通过文技融合促进“文化润疆”;健全考评机制,即健全完善“文化润疆”实施效果的考核评估机制。The concept of big and small traditions and their relationship can provide a new perspective for understanding the strategy of"Cultural Raise Frontier".From the perspective of the relationship between large and small traditions,the ideal picture of"Cultural Raise Frontier"is to realize the mutual integration of minority culture and Han culture,the compatibility of regional culture and national culture,and the exchange of local culture and foreign culture.To promote and implement"Cultural Raise Frontier",we are faced with such practical problems as"history-reality,center-periphery,majority-minority"differences,insufficient theoretical preparation and work measures.To promote the implementation of"Cultural Raise Frontier",it is necessary to construct a theory,that is,the theory of"Cultural Raise Frontier"with Chinese characteristics;To improve the two systems,that is,to improve the national political system of"Cultural Raise Frontier"and to improve the social governance system of"Cultural Raise Frontier";Strengthen three kinds of responsibilities:that is,consolidate the government responsibility of"Cultural Raise Frontier",activate the social responsibility of"Cultural Raise Frontier",and enhance the civic responsibility of"Cultural Raise Frontier";There are four forms of innovation:promoting"Cultural Raise Frontier"through the integration of culture and education,promoting"Cultural Raise Frontier"through the integration of culture and economy,promoting"Cultural Raise Frontier"through the integration of culture and governance,promoting"Cultural Raise Frontier"through the integration of culture and technology;Improve the evaluation mechanism,that is,improve the evaluation mechanism of the implementation effect of"Cultural Raise Frontier".
