摘　　要：基于适用对象、伦理基础以及制度建设等因素,党内法规对新时代政德建设具有独特价值。党内法规制度体系呈现的政德要素包括三个方面,即“大德”、“公德”与“私德”。党内法规以党员干部教育培训制度深化政德认知,以干部任选考核制度激励政德养成,以监督执纪问责制度强化政德责任。党内法规在推进政德建设的过程中,注重对中华优秀传统文化的传承与发展,以更高层次道德境界彰显党的先进性纯洁性,并以其法治品质提升政德规范的治理效能。The intraparty rules and regulations are of special value for improving political morality because of their applicability,ethical basis and system construction.The political morality elements contained in intraparty rules and regulations are composed of three categories,i.e.the Great Virtue of political ideology,the Public Virtue in professional performance,and the Private Virtue in personal and family life.Within the framework of intraparty rules and regulations,the training systems for Party members and leaders are supposed to cultivate the ideology of political morality;the selecting and assessing systems for Party members and leaders would stimulate the practice of political morality;the supervising and disciplining systems would surely strengthen the responsibility of political morality.In the process of furthering political morality construction,more importance has been attached to the inheritance and development of fine traditional Chinese culture,higher level of moral realm has been raised to manifest our Party's progressiveness and purity,and the quality of legality has been emphasized to assure the efficiency of Party Regulations.
