摘　　要：全国人大常委会党组是党中央在全国人大常委会中设立的领导机构。委员长会议负责处理全国人大常委会的重要日常工作,也被认为在全国人大常委会中发挥领导作用。对组织史的梳理表明,全国人大常委会党组和委员长会议的诞生均源于人大工作的现实需求,“五四宪法”时期两者的功能定位确有重合,“八二宪法”制定前后,随着党的领导的范围调整,两者的事权范围逐步实现合理分工。20世纪90年代后,随着党的领导的加强和委员长会议的“扩权”,两者之间的关系呈现一种张力。规范分析表明,委员长会议的职权新增,并不构成实质上的扩权,在整体定位上没有同作为领导机构的全国人大常委会党组相冲突。全国人大常委会党组的决策是一种政治决策,作为委员长会议决定的前置环节,与委员长会议决定共同体现了人大议事过程的民主性。The Party Leadership Group of the Standing Committee of the National People's Congress(NPC)is the leadership body established by the Party within the Standing Committee.The Council of Chairpersons is responsible for handling the important daily work of the Standing Committee,but it is also considered to play a leadership role in the Standing Committee.This may lead to tension between the two mechanisms.A review of organizational history shows that both organizations were born out of the actual needs of the work of the NPC.During the 1954 Constitution period,the functional positioning of the two organizations did overlap.Before and after the 1982 Constitution,with the adjustment of the scope of the Party leadership,the scope of authority of the two organizations gradually achieved a reasonable division of labor.After the 1990s,with the strengthening of the Party leadership and the"power expansion"of the Council of Chairpersons,possible tension between the two organizations emerged again.Normative analysis shows that the new added power of the Council of Chairpersons do not constitute a substantial power expansion,so there is no conflict between it and the Party Leadership Group of the Standing Committee as a leadership body.The decision of the Party Leadership Group of the Standing Committee is a political decision and a prepositive link for the decision of the Council of Chairpersons.They together constitute the democratic practices in the deliberation process of the NPC.
