百年未有之大变局下“全球风险社会”的治理观照与中国方案

摘　　要：百年未有之大变局下传统与非传统安全问题显著增多并持续蔓延,“全球风险社会”已然成为表征当今世界发展态势的重要主题;同时,风险的全球化紧密了世界各国利益攸关、相互依存的共生关系,这表明人类命运共同体是探寻世界变局确定性出路的基本方案。然而,当前西方大国弃人类生存风险化与共同体化的事实状态于不顾,在全球治理实践中固守“中心—边缘”的治理思路,导致了严重的治理责任困境、信任困境、协同困境。“全球风险社会”的现实表征与治理困境呼唤新的治理秩序产生。人类命运共同体秉承马克思“真正共同体”的思想智慧,着眼于人类共同的生存关切,倡导共商共建共享的治理模式、以人为本的治理原则,以及多元文明和合共生的治理价值,实现了同西方霸权治理逻辑的根本分野,是旨在开启各国平等、有序参与全球治理的多元化世界格局,实现共享发展的中国方案。With the significant increase and continuous spread of traditional and non-traditional security problems under the unprecedented changes of the past century,the“global risk society”has become an important issue characterizing the development trend in the contemporary world.At the same time,the globalization of risks has led to a closer symbiotic relationship between the countries of the world in terms of their mutual interests and interdependence,which indicates that a community with a shared future for mankind is the basic solution for exploring a definitive way out of world changes.However,at present,despite the fact that the survival of human beings has become risky and communal,the western countries are adhering to the“center-periphery”approach to governance in their global governance practices,which has led to serious dilemmas of governance responsibility,trust and collaboration.The reality of the“global risk society”and the dilemma of governance call for the emergence of a new governance order.Adhering to the wisdom of Marx’sidea of“true community”,a community with a shared future for mankind focuses on the common survival concerns of human beings,advocates the governance mode of joint joint consultation,joint construction and sharing,the principle of people-centered governance,and the governance value of harmony and coexistence of multiple civilizations,which realizes a fundamental decomposition of the hegemonic logic of governance of the West.It is a Chinese proposition aimed at opening up a diversified world pattern of equal and orderly participation in global governance by all countries and realizing collective development.
