新时代党的社会工作实践逻辑与专业社会工作转型

摘　　要：自党的十八大以来,随着我国社会治理任务加重以及基层治理诉求提升,社会工作内涵不断丰富,尤其中央社会工作部成立,由党统领社会工作。这样,新时代党的社会工作实践逻辑以及与专业社会工作之间的关系就成为亟待回答的课题。通过梳理新时代社会工作的实践逻辑发现,党的社会工作主要从社会转型和社会建设视角审视社会工作,而专业社会工作主要从福利服务视角考察社会工作。在新时代促进现实生活中人的成长是党的社会工作的核心任务。党的社会工作需要借鉴专业社会工作有关人与环境关系的实践逻辑,将注重环境适应的“人在情境中”的基本假设转变成关注现实环境中个人自主性的“情境中的人”,在促进人与环境协同改变的同时激发人的成长改变潜力,实现人的现代化,以便承担起“社会医生”的历史责任,推进我国基层治理体系和治理能力现代化,创建具有中国特色的社会工作学派。Since 2013,Chinese social work has been updated as the need for social governance is demanding.Especially when the Society Work Department is established,social work is directed by the Communist Party of China.Thus,it is urgent to answer the question of how to construct social work’s professional role in new ages.By reviewing the Chinese social work practice models,it is found that Chinese political social work is concerning the reality demands under the transformation of modernization,but traditional professional social work provides services from the helping.Obviously,in new ages,people growing up in daily life have the basic need to seek social work help.Therefore,political social work is intended to concern the people in their daily lives and transform their strengths to promote their life change including the environment in order to promote the modernization of people.It is the only way for political social work to take its responsibility for updating the modernization of the community governed by the role-play of social doctors.
