摘　　要：社区作为国家治理的基本单元,如何构建参与式治理共同体是其中重要的理论与现实议题。L社区的案例表明,构建参与式治理共同体是一个过程:首先从构建“被需要的社区”出发,让社区重回居民生活的“主场”,催生出从被动到主动的“个体参与”样态;其次以构建“熟人社区”为目的,通过搭建“居民—居民”“居民—居委”的社会关系网络,呈现出“交往参与”的样态;最后以达成共识为目标,将社区参与行为转变为有效的治理行为,塑造出“协商参与”的样态。“个体参与”样态背后是以技术赋能的逻辑来扩大参与对象、以成果共享激发参与活力;“交往参与”是以情感累积逻辑拓展参与网络,并依托关系共建网络将个体参与动能转化为群体参与潜能;“协商参与”是以制度引领逻辑规制参与行动,以有序、有效且可持续的目标推动事务共治。Urban communities,as windows for observing the effectiveness of national and social governance,face the significant theoretical and practical challenge of constructing participatory governance communities.The case of L Community illustrates that building a participatory governance community is a process.First,by creating a“community of necessity”,the community returns to the“main field”of residents’lives,fostering a shift from passive to active“individual participation”.Second,the aim of constructing a“familiar community”is pursued by establishing social networks between“residentsresidents”and“residents-committee”,manifesting in“interactional participation”.Finally,the goal of consensus-building transforms community participation into effective governance actions,shaping“negotiation participation”.A deep analysis of this process reveals following mechanisms:behind“individual participation”is a logic of empowering technology to expand participation and stimulating engagement through shared outcomes;“interactional participation”extends the participation network through the logic of emotional accumulation,and relies on co-constructed relational networks to convert individual participation into collective potential;“negotiation participation”is guided by institutional logic to regulate actions,promoting co-governance with orderly,effective,and sustainable goals.
