摘 要:为评估中国交通运输系统的效率,文章基于模糊理论构建了考虑模糊非期望产出的RAM模型(FU-RAM),并对中国30个区域交通运输系统的效率进行了评估。FU-RAM模型具有诸多优点,能处理模糊非期望产出,评估结果更为准确;是非径向非角度DEA模型,允许决策者同时非比例地优化投入和产出;是线性规划模型,容易求得全局最优解。在评估区域交通运输系统的效率时,选取的投入指标包括从业人员、固定资产投资额、柴油消费量、汽油消费量、煤油消费量等;期望产出指标为交通运输业增加值;非期望产出指标包括交通事故直接财产损失和碳排放量,其中碳排放量具有模糊性。结果表明:中国交通运输系统区域发展不均衡的现象非常明显,东部地区的效率最高,中部地区居中,西部地区最低。To promote the development of China's transportation system,this paper proposes RAM models with fuzzy undesirable outputs(FU-RAM)based on the fuzzy data theory and evaluates the efficiency of China's 30 regional transportation systems(CRTS).The novel FU-RAM models have many advantages.They can handle fuzzy undesirable outputs so that the results are more reliable,they are non-oriented and non-radial DEA models,which enable decision-makers to simultaneously and non-proportionally improve inputs and outputs,and the global optimal solution can be easily obtained as they are linear programming models.We evaluate the efficiency of CRTS considering inputs(employees,investment in fixed assets,diesel consumption,gasoline consumption,and kerosene consumption),desirable outputs(the added value of the transportation industry),and undesirable outputs(traffic accidents direct property losses and fuzzy carbon emissions).The results show that the unbalanced regional development of the CRTS's efficiency is obvious.The efficiency in the east CRTS outperforms that in the central CRTS,and it is the worst in the west CRTS.
