制度成熟定型:内涵认知、现实诉求与路径方法

摘　　要：制度成熟定型是制度演化过程中的多重要素聚合而形成的相对稳定状态,是社会发展的必然要求和制度演进的基本规律,其需要具有匹配社会需求的“严整性”、聚合内部关系的“协调性”、解决实践问题的“有效性”、回应社会变迁的“动态性”、推动制度演进的“开放性”。当前,多轮产业革命叠加的经济基础、全面深化改革的历史任务、提升国家治理效能的迫切需求、百年未有之大变局的国际形势、推动构建人类命运共同体的使命担当,迫切需要中国特色社会主义制度更加成熟定型。为此,需要经济发展与人民首创相结合,以“严整性”铸牢制度成熟定型的根基;顶层设计与基层创新相结合,以“协调性”完善制度成熟定型的框架;天下为公与凝心聚力相结合,以“有效性”增强制度成熟定型的效能;遵循规律与开拓创新相结合,以“动态性”强化制度成熟定型的成果;制度自信与开放包容相结合,以“开放性”巩固制度成熟定型的动力。Institutional maturity is a relatively stable state formed by the aggregation of multiple factors in the process of institutional evolution,which is the inevitable requirement of social development and the basic law of institutional evolution,which needs to have the“strictness and integrity”to match social needs,the“coordination”of aggregation internal relations,the“effectiveness”to solve practical problems,the“dynamic”to respond to social changes,and the“openness”to promote institutional evolution.At present,the economic foundation superimposed by multiple rounds of industrial revolutions,the historical task of comprehensively deepening reform,the urgent need to improve the efficiency of national governance,the international situation of great changes unseen in a century,and the mission of promoting the construction of a community with a shared future for mankind urgently need to be more mature and finalized in the socialist system with Chinese characteristics.To achieve this,it is necessary to combine economic development with people’s initiative and build a solid foundation for institutional maturity and standardization with“strictness and integrity”,combine top-level design with grassroots innovation and improve the framework of institutional maturity and standardization with“coordination”,combine the principle of“serving the world as a common people”with concerted efforts and enhance the effectiveness of institutional maturity and standardization with“effectiveness”,combine adherence to laws with pioneering innovation and strengthen the achievements of institutional maturity and standardization with“dynamism”,and combine institutional confidence with openness and inclusiveness and consolidate the driving force of institutional maturity and standardization with“openness”.
