民国时期中国气象测候事业创设与浙江实践

摘　　要：民国时期,百废待兴,现代科技事业肇始,浙江现代气象测候工作也于此时起步。浙西水患频发,急需制定流域治理方案,而现代治水须以流域气象测候、测量等科学数据为基础,由此推进气象测候工作的创设。浙江省水利局率先在局内设立专门气象测候部门,并制定管理制度、培训专业技术人员,短期内建成遍布全省的气象测候站、点,推进浙江气象测候事业规范化、建制化、专业化建设。浙江气象测候事业的创设与发展是民国时期气象测候事业发展的一个独特案例,反映和代表了时代背景下行业创设发展的特殊契机与路径。During the Republican Period of China,we all start from scratch,the beginning of modern science and technology undertakings,modern meteorological survey in Zhejiang also started at this time.Western Zhejiang frequent floods,continue to develop watershed management programme,and modern water management was based on the meteorological survey,measurement and other scientific data,thus prompting the creation of meteorological survey work.Zhejiang Provincial Water Resources Bureau took the lead in the establishment of special meteorological weathering department,and develop management systems,training of professional and technical personnel,short-term completion of meteorological weathering stations and points throughout the province.It marks the completion of standardization,institutionalization and specialization of Zhejiang meteorological observation.The establishment and development of meteorological meteorology in Zhejiang is a unique case in the Republican Period of China,which reflects and represents the special opportunity and path of the establishment and development of them under the background of that era.
