摘　　要：俄罗斯基于国际法规则、国际条约以及联邦相关立法和国家政策,制定了开展无线电频率/频段分配(指配)国际保护的工作规则及一系列相关配套实施办法。鉴于国内对于俄罗斯频率分配、指配的国际法保护相关研究尚需完善,本文旨在对俄罗斯无线电频率国际保护工作的法律规定展开介绍,为提升我国无线电领域涉外法治能力建设提供参考,以更好地在无线电频谱使用的国际监管方面维护我国权益,为我国发展和利用无线电频谱资源创造有利条件,提升无线电频率国际协调工作效率,使国际事务工作更加规范顺畅。Russia based on the rules of international law,international treaties,as well as the relevant federal legislation and national policy to carry out the international protection of radio frequency/frequency band allocation(assignment)of the working rules and a series of relevant supporting implementation measures.In view of the domestic research on the international law protection of Russia's frequency allocation and assignment is still in need of improvement,this paper aims to introduce the legal provisions of Russia's international protection of radio frequencies,to provide reference for the enhancement of China's foreign r ule of law in the field of radio,in order to better safeguard the rights and interests of our country in the international regulation of the use of the radio spectrum,to create favourable conditions for our country's development and use of radio frequency spectrum resources.In order to enhance the level of efficiency of international coordination of radio frequency work,and to promote more standardised and smooth work in international affairs.
