摘　　要：日本对华ODA是中日经贸关系的重要组成部分,20世纪90年代是日本ODA政策调整的关键期。基于结构性权力理论中四个权力结构间相互依存、互动转化关系,20世纪90年代以来不同时期的中日双边关系与日本对华ODA权力结构变迁,推动了日本对华ODA政策转变。可分为三个阶段:1990—2000年是日本对华日元贷款高峰期,对华ODA政策的生产结构主导期;分析日本对华援助的利民工程与日本对外、对华援助的纯额数据,2000—2008年是日本对华ODA政策的知识与金融双结构主导期;对比日本政府出台的三份ODA大纲,2008—2018年是日本对华ODA政策的安全结构主导期。在动态进程视角下,四种权力结构在日本对华援助的不同时期经历了互动关系变化与此消彼长的过程。总体而言,20世纪90年代以来的日本对华ODA政策变迁,反映出日本对外援助战略与理念的转变,并与日本政府对外战略相配套。随着中国对外经济合作的扩大,应注重“南南合作”与“南北协调”相平衡的原则。Japan's ODA to China is an important part of Sino-Japanese economic and trade relations.The 1990s was a critical period for Japan's ODA policy adjustment.Based on the interdependence and interactive transformation relationship among the four power structures in the structural power theory,since the 1990s,the changes in China-Japan bilateral relations in different periods and the changes in Japan's ODA power structure toward China have promoted the transformation of Japan's ODA policy toward China.It can be divided into three stages:1990-2000 is the peak period of Japan's yen loans to China,and the production structure leading period of the ODA policy to China;analysis of Japan's aid to China for the benefit of the people projects and the data of Japan's foreign and China aid expenditures,the knowledge and financial dual-structure leading period of Japan's ODA policy toward China from 2000 to 2008;compared with the three ODA outlines issued by Japanese government,the security structure leading period of Japan's ODA policy toward China from 2008 to 2018.From the perspective of dynamic process,the four power structures have experienced a process of changing interactive relations in different periods of Japan's aid to China.Overall,the changes in Japan's ODA policy towards China since the 1990s reflect the changes in Japan's foreign aid strategy and philosophy,and are in line with Japanese government's foreign strategy.With the expansion of China's foreign economic cooperation,attention should be paid to the principle of balancing“South-South cooperation”and“North-South coordination”.
