国家需求导向下的城乡发展专题地图集编制及应用

摘　　要：在中国式现代化建设背景下,编制城乡发展专题地图集是服务于国家发展战略需求、“看图说话”以图谋全局的重要工具,推动“科学地图集”转变为“决策地图集”是服务国家战略需求的新趋势,促进纸质地图集与电子地图集有机融合是专题地图集发展的新形式,编制“融媒体”的专题地图集是适应新时代城乡发展制图的新方向。本文以服务国家城市群发展需求的《中国城市群地图集》和服务国家安全屏障的《青藏高原城镇化绿色发展地图集》为典型案例,系统介绍了城乡发展专题地图集编制的国家需求导向、编制框架、成图特点与实践应用成效。提出了新发展格局下继续围绕国家重大战略与重大区域战略编制高质量发展专题地图集、尝试围绕美丽中国与生态文明建设编制高水平保护专题地图集的基本构想。In the context of Chinese-style modernization,the compilation of thematic atlas of urban-rural development is an important tool for serving the needs of national development strategies and mapping the overall situation through“picture description”.Accelerating the transformation from“scientific atlas”to“decision-making atlas”is an emerging trend to serve the needs of national strategies,while promoting the organic integration of paper atlas and electronic atlas is an emerging form of thematic atlas development,and compiling a“Convergent Media”thematic atlas is an emerging direction in cartography for urban and rural development adapted to the new era.Taking the Atlas of China’s Urban Agglomerations,which serves the development needs of national urban agglomerations,and Urbanization and Green Development Atlas of Qinghai-Tibet Plateau,which serves the national security barrier,as typical cases,this paper systematically introduces the national needs orientation,the compilation framework,the mapping features,and the practical application effectiveness of the thematic atlas of urban-rural development.It also proposes the basic concepts of continuing to compile a high-quality development thematic atlas around major national and regional strategies,and attempting to compile a high-level protection thematic atlas around the constructions of Beautiful China and ecological civilization,under the new development pattern.
