摘　　要：《中美科技合作协定》是中美建交后签署的首批政府间协定之一,为中美科技合作提供了一般性框架。《协定》不仅有重要的科技合作和经济促进作用,还有着重要的人文交流功能。首先,科技合作推动两国科技人员结成牢固且紧密的知识共同体,有助于通过科学倡议抵消政治龃龉。其次,教育交流帮助两国青少年塑造相对客观的相互认知基础,有助于以亲身经历淡化政治抹黑。最后,全球性议题合作帮助拓展两国人民合作视野,有助于以全球治理关切对冲国家利益考虑。在美国技术民族主义显著抬头的背景下,续签或更新《中美科技合作协定》并放大其人文交流功能,对中美关系的长期健康稳定发展意义重大。The China-U.S.Science and Technology Cooperation Agreement is one of the first intergovernmental agreements signed between China and the United States after the establishment of diplomatic relationship,providing a general framework for China-U.S.science and technology cooperation.The Agreement not only plays an important role in scientific and technological cooperation and economic promotion,but people-to-people exchanges as well.First,science and technology cooperation promotes a strong and close knowledge community building between scientists of two countries,helping to offset political discord through scientific initiatives.Second,educational exchanges help build a relatively objective foundation of mutual understanding among young people in both countries,helping to offset political stigma with personal experience.Finally,cooperation on global issues helps broaden the horizons of cooperation between the two peoples and helps offset realist considerations with concerns about global governance.In the context of the remarkable rise of America's techno-nationalism,renewing or updating the Agreement and enlarging its function of people-to-people exchanges are of great significance to the long-term healthy and stable development of bilateral relationship.
