摘　　要：科技创新是实现经济高质量发展的新引擎。本文基于美国对华科技打压这一事实,采用双重差分模型探究技术封锁对中国高技术产业创新行为的影响。研究发现:(1)技术封锁倒逼了中国高技术产业创新发展;(2)改变外部创新来源渠道和激励内源式创新是中国高技术产业实现创新发展的重要行为;(3)异质性分析发现,技术封锁更倒逼实质性创新的产生,同时,政府补贴程度高的行业创新发展水平更高。本文较严谨地证实了技术封锁对中国高技术产业创新发展以及创新行为选择的调整作用,为美国对华科技打压背景下中国高技术产业的创新行为提供了理论解释和政策参考。Science and technology innovation is a new engine to achieve high-quality economic development.Based on the fact that the U.S.has suppressed science and technology in China,this paper uses a difference in differences model to explore the impact of the technology embargo on the innovation behaviour of China's high-tech industries.The study finds that(1)the technological embargo pushes back the innovative development of China's high-tech industries.(2)Changing external innovation source channels and stimulating endogenous innovation are important behaviours for Chinese high-tech industries to achieve innovative development.(3)Heterogeneity analysis finds that the technological embargo pushes back the generation of substantive innovations more,while industries with a high degree of government subsidy have a higher level of innovation development.This paper more rigorously confirms the adjusting effect of the technical embargo on the innovation development as well as the choice of innovation behaviours of China's high-tech industries,and provides theoretical explanations and policy references for the innovation behaviours of China's high-tech industries in the context of the U.S.scientific and technological suppression of China.
