摘　　要：走城乡融合发展之路,是在经历城乡兼顾、打破城乡二元结构、统筹城乡发展以推动城乡协调发展的长期实践后,基于工业化、信息化、城镇化和农业现代化叠加发展态势,为了避免城乡对立、破解城乡二元结构困扰、缩小城乡差别、促进城乡共同繁荣发展而做出的选择。走城乡融合发展之路的创新意义在于能够促进城乡二元结构困扰向城乡共同繁荣发展转变。中国在促进城乡融合发展进程中,以全面推进强国建设、民族复兴伟业为目标,基于系统观念统筹新型工业化、新型城镇化和乡村全面振兴,拓展城乡相互赋能路径,把增强以城带乡能力和农村支撑城镇能力统一起来。构建城乡融合发展体制机制,需要发挥国家制度和国家治理体系的优势,在促进要素在城乡平等交换和双向流动,破解农业转移人口市民化滞后的结构问题,增强县域融合发展能力,促进小农户与现代农业发展有机衔接,发展集体经济以增强农村内生发展能力等方面进一步实现突破。Taking the path of integrated urban-rural development is a choice made after a long-term practice of urban-rural coordination,breaking the urban-rural dual structure,and promoting urban-rural coordinated development.It is based on the intertwined development trends of industrialization,informatization,urbanization,and agricultural modernization,aiming to avoid urban-rural confrontation,resolve the dilemma of the urban-rural dual structure,reduce urban-rural disparities,and promote the common development and prosperity of urban and rural areas.Its innovative significance lies in promoting the transformation from the dilemma of urban-rural dual structure to the common development and prosperity of urban and rural areas.In promoting the integrated development of urban and rural areas,with the aim of comprehensively building a great country and rejuvenating the nation,China coordinates new industrialization,new urbanization,and comprehensive rural revitalization based on a systematic concept,and expands the path of mutual empowerment between urban and rural areas.Consequently,the ability of urban areas to drive rural areas and the ability of rural areas to support urban areas are enhanced together.To improve the system and mechanism for integrated urban-rural development,it is necessary to leverage the advantages of the national system and governance system,and further make breakthroughs in promoting equal exchange and bidirectional flow of factors between urban and rural areas,solving the structural problem of the lag in the urbanization of agricultural transfer population,enhancing the capacity for integrated development at the county level,promoting the organic connection between small farmers and modern agricultural development,and developing collective economies to strengthen the internal development capabilities of rural areas.
