Talent Policy,Advantageous Industry Development and Urban Innovation Vitality

摘  要:人才是实现社会主义现代化的基础性、战略性支撑之一,如何更好地发挥人才对创新活力的促进作用是当前需要解决的重要问题。本文基于2009—2021年城市层面数据采用双重差分方法评估了对院士、杰青、博士、硕士等发放科研项目补贴、购房补贴和收入补贴,对博士后流动站给予科研补贴以及对在站博士后给予科研和生活补贴,对重大科研项目(团队)给予补贴,对机构引进人才给予补贴等政策对中国城市创新活力的贡献。研究发现:第一,至少在3年内,重大科研项目(团队)补贴、院士科研项目补贴和机构引进人才补贴三种政策都能显著地提高城市创新活力,其他人才补贴政策对中国城市创新活力没有显著影响;第二,重大科研项目(团队)补贴、院士科研项目补贴显著地提高了实质性创新专利的占比,机构引进人才补贴对实质性创新专利的占比没有显著的影响;第三,重大科研项目(团队)补贴、院士科研项目补贴和机构引进人才补贴三种政策,通过增强城市优势产业的发展促进城市创新活力提升。本文研究为评估不同类型人才政策补贴的效果提供了有益参考,这对于提高政府资金的使用效率有重要意义,本文的研究还为理解人才政策的传导机制提供了理论探索和经验证据,为后续研究提供了一个参考框架。The report of the 20th National Congress of the Communist Party of China explicitly states that talent constitutes a fundamental and strategic pillar in achieving socialist modernization.How to better leverage the role of talent in fostering innovation vitality is a pressing issue that needs to be addressed.Utilizing a Difference-in-differences approach,this study evaluates the contribution of various policies-including providing research project subsidies,housing subsidies,and income subsidies for academicians,Distinguished Young Scholars,doctoral and master's degree holders;offering research subsidies for postdoctoral research stations along with research and living subsidies for in-station postdoctoral fellows;granting subsidies to major research projects(teams);and allocating subsidies for institutions introducing talent-to innovation vitality in Chinese cities.The findings reveal that,first,over a period of at least three years,major research project(team)subsidies,academician research project subsidies,and institution-based talent introduction subsidies significantly enhance urban innovation vitality,whereas other talent subsidy policies do not exert a marked effect.Second,major research project(team)subsidies and academician research project subsidies notably increase the proportion of substantive innovative patents,whereas institution-based talent introduction subsidies show no significant impact on that proportion.Third,these three types of subsidies promote increases in innovation vitality by strengthening the development trajectory of cities'advantageous industries.This study provides a valuable reference for assessing the effects of different types of talent policy subsidies,which carries important implications for improving the efficiency of government funding.Furthermore,it offers empirical evidence and theoretical insights into the transmission mechanisms of talent policies and presents a reference framework for subsequent research.
