摘　　要：通过分析海上溢油应急管理现状,研究“2+2+3”海上溢油应急协作机制的建设背景、特点、经验和成果,提出海上溢油应急“大联防”机制的建设思路和方法。This paper proposes the ideas and methods for construction of"joint prevention"mechanism for marine oil spill contingency,by analyzing the current situation of marine oil spill contingency management and investigating the construction background,characteristics,experience and achievements of the"2+2+3"coordination mechanism for marine oil spill contingency.
