摘　　要：2023年中国以成员国身份正式加入国际航标组织,这一政府间组织即将转制给中国海事特别是航海保障带来了新的机遇和挑战。通过回顾国际航标组织转制背景和工作进程,简要介绍国际航标组织转制带来的变化,分析其影响和可能存在的风险,并探讨了我国海事相应的对策和建议。China's formal accession to the International Organization for Marine Aids to Navigation,which is about to be transformed into an Intergovernmental Organization(IGO),as a member State has brought new opportunities and challenges to China Maritime Safety Administration(MSA),especially to navigation service.This paper reviews the background and working process of the transformation of the organization,briefly introduces the changes brought about by the IGO transformation,analyzes its impact and possible risks,and probes into the corresponding countermeasures and suggestions for China MSA.
