摘　　要：压载水D-2标准于2024年9月8日起全面实施,如何更好地履约成为港口国关注的重点。港口国监督(PSC)在促进港口国实施公约中发挥着重要作用,从压载水D-2标准的要求入手,结合公约执行现状,客观全面分析了压载水D-2标准实施后,PSC可能面临的诸多方面的困难和挑战,为公约在经验积累期的顺利实施提供了若干建议。D-2 standard of the International Convention on the Control and Management of Ships'Ballast Water and Sediments,2004(the BWM Convention)has been fully implemented since September 8,2024.Better compliance with the requirements of the convention has become a priority for Port States.The Port State Control(PSC)plays an important role in promoting the implementation of the BWM Convention.Proceeding from the requirements of D-2 standard and considering the existing conditions of the implementation of the convention,this paper objectively and comprehensively analyzes the difficulties and challenges that PSC may face under the requirements of D-2 standard,and provides suggestions for the smooth implementation of the BWM Convention during the experience-building phase.
