摘　　要：由于摩托艇管理缺少相关配套监管法规,管理职责分工及执法依据成为摩托艇监管的一道难题。哈尔滨海事局通过一系列创新举措成功解决摩托艇管理落实问题,有效推动哈尔滨水上旅游健康发展。该创新管理举措可归纳为“3+3+1”模式,对内河水域摩托艇管理有较好借鉴作用。Due to the lack of relevant regulatory regulations for the management of motorboats,the division of management responsibilities and enforcement basis has become a difficult problem for motorboat supervision.Recently,Harbin MSA has successfully solved the issue of motorboat boat management through a series of innovative measures,effectively promoting the healthy development of water tourism in Harbin.The innovative management measures can be summarized as the"3+3+1"mode,which provides reference for the management of motorboats in inland waters.
