摘　　要：推进全要素水上“大交管”建设,是落实全面深化改革的重要抓手之一,要践行执法为民理念,适应经济社会发展趋势,找准海上重要执法力量的职能定位,厚植海上监管资源和能力优势,不断深化体制机制改革,利用科技手段提升履职能力,并重点在坚持效率优先、优化执法模式、向构建综合监管机制和发挥服务职能等法治角度推进,不断促进海事治理能力的提升。To promote the construction of all-element maritime"integrated traffic management"is an important approach to implement the comprehensive deepening of reform.It is necessary to practice the concept of law enforcement for the people,adapt to the trend of economic and social development,identify the functional positioning of important maritime law-enforcement forces,strengthen the advantages of maritime supervision resources and capabilities,continue to deepen the reform of institutional mechanisms,and use scientific and technological means to improve the ability to perform duties.The focus should be put on adhering to the priority of efficiency,optimizing the law enforcement mode,building a comprehensive supervision mechanism and giving play to the service function and other aspects of the rule of law,and constantly promoting the improvement of maritime governance capabilities.
