摘 要:基于新冠肺炎疫情对社会经济的挑战、国家政治发展的纵深需求和国际教育全球激烈竞争的驱动,新西兰于2022年发布《国际教育战略2022—2030》。该战略以提供优秀的教育和学生体验、确保国际教育的可持续性和弹性、打造全球公民为战略目标,以建立和恢复国际教育、建设国际教育新未来作为国际教育发展的关键领域。该战略的改革行动有多举措复苏国际教育、多层次提供优质的国际教育服务、多方位提高国际教育领域的抗风险能力和多维度发展全球公民教育。新西兰的国际教育改革具有追求国际教育的弹性化、重视国际教育声誉和品牌的提升与推广、以学生福祉和体验为中心等特点,对我国在新时期做好教育对外开放工作具有一定的启示和借鉴意义。Driven by the social and economic challenges of COVID-19,the deep needs of the country's political development and the fierce global competition in international education,New Zealand issued International Education Strategy 2022-2030 in 2022.The strategic goals of this strategy are to provide ex⁃cellent education and student experience,ensure the sustainability and flexibility of international education,and build global citizens.The key areas of international education development are to establish and restore interna⁃tional education and build a new future for international education.The reform actions of this strategy include multiple measures to revive international education,providing quality international education services at multi⁃ple levels,improving the ability to resist risks in international education,in mutiple aspects.The international education reform in New Zealand is characterized by pursuing the flexibility of international education,attac⁃hing importance to the promotion of international education reputation and brand,and focusing on the well-be⁃ing and experience of students,which has certain enlightenment and reference significance for China to implement education openning-up in the new era.
