摘　　要：安全事故的预防是对人民生命财产安全的重要保障。本文针对北京长峰医院火灾事件,运用文本分析和案例分析方法,复盘了事件中涉及的特种作业人员的作用与责任,认为关注事故原发节点是极其重要的,应聚焦引发事故的关键人才能实现更加科学精准的预防。根据本研究结果,建议升级对关涉安全的特种职业的全周期管理,加快构建特种职业信用体系,落实职业准入、职业教育、全周期从业违规行为征信以及信用奖惩等措施,实现超前预防和源头预防。The prevention of safety accidents is an important guarantee for the safety of people's life and property.In view of the fire incident in Beijing Changfeng Hospital,this paper uses the text analysis and case analysis methods to review the roles and responsibilities of the special operators involved in the incident,and believes that it is extremely important to pay attention to the original node of the accident,focusing on the key people who caused to the accident in order to achieve more scientific and accurate prevention.It is suggested to upgrade the full-cycle management of special occupations related to safety,accelerate the construction of a credit system for special occupations and implement measures such as vocational access,vocational education,credit investigation of whole-cycle employment violations and credit rewards and punishments,so as to achieve advanced prevention and prevention at the source.
