摘　　要：【目的】为明晰安徽省中央引导资金实施成效,对安徽省中央引导资金的投入产出进行分析,为安徽省中央引导资金实施方案的下一步编制和谋划提供参考。【方法】基于2016—2021年中央引导地方科技发展专项资金项目在安徽省的投入产出情况,构建基于DEA-BCC、DEAMalmquist模型的绩效评价指标体系,对中央引导资金在安徽省省直单位和16个地级市实施成效进行实证分析。【结果】2016—2021年,安徽省中央引导资金的绩效水平较高,投入产出效率良好。但随着中央引导资金投入增加,冗余问题开始显现。【结论】安徽省中央引导资金实施方案的下一步编制和谋划应当完善绩效评价体系、促进全省全地区协调发展、提高科技成果转化效率,以发挥中央引导资金的积极引导作用。[Purposes]This study aims to clarify the implementation effects of central government's guide to local science and technology development fund in Anhui Province and provide a reference for the next step in the formulation and planning of the implementation plan for the fund in Anhui Province by analyzing the input-output of the found in Anhui Province.[Methods]Based on the input-output situation of the central government's guide to local science and technology development fund project in Anhui Province from 2016 to 2021,a performance evaluation index system based on DEA-BCC and DEA-Malmquist model is constructed to empirically analyze the implementation effects of the fund in provincial agencies and sixteen cities in Anhui Province.[Findings]The research shows that the performance level of central government's guide to local science and technology development fund in Anhui Province during 2016-2021 was high,and the input-output efficiency was good.However,with the increase in the fund,redundancy began to emerge.[Conclusions]The next step in the formulation and planning of the implementation plan for central government's guide to local science and technology development fund in Anhui Province should focus on improving the performance evaluation system,promoting coordinated development across the province,and improving the efficiency of scientific and technological achievement transformation to give full play to the positive guiding role of the fund.
