摘 要:【目的】为在全国鼓励科技创新发展的浪潮中,迅速构建一支能够高效服务科技创新大局、具备高水准专业能力的科技情报人才队伍,探讨科技情报机构人才队伍建设与发展的对策。【方法】本研究采用文献调研、网络调研、实地走访等方式收集国内各省级科技情报机构人才队伍信息,采用归纳法和比较分析法,探究科技情报机构人才队伍应具备的基本素质,分析国内科技情报机构在人才队伍建设与发展方面存在的共性问题。【结果】本研究发现国内科技情报机构在人才队伍建设方面存在人才队伍老龄化、人才引进困难、人才留住困难及人才培养力度不够等共性问题。【结论】本研究结合国内先进科技情报机构的经验,认为科技情报机构应从完善岗位竞聘制度、完善人才引进机制、重视青年人才培养及细化职工培训制度等方面加强人才队伍建设。[Purposes]In order to rapidly build a team of scientific and technological information talents who can efficiently serve the overall situation of scientific and technological innovation and possess high-level professional capabilities in the wave of encouraging scientific and technological innovation development nationwide,this paper explores the countermeasures for the construction and development of talent teams in scientific and technological information institutions.[Methods]This article collects information on talent teams in provincial science and technology information institutions in China through literature review,online surveys,and field visits and utilizes summary and comparative analysis methods to explore the essential qualities of talent teams in such institutions and analyze common problems in talent team development and construction within China's scientific and technological information sector.[Findings]After research,it was found that domestic scientific and technological information institutions face common issues in talent team construction,including an aging workforce,difficulties in attracting and retaining talent,and insufficient training in talent development.[Conclusions]Drawing on the experience of leading domestic scientific and technological information agencies,it is believed that scientific and technological information agencies should strengthen talent team construction by improving the job competition system,optimizing talent recruitment mechanisms,emphasizing the cultivation of young talents,and refining staff training systems.
