特大型滑坡灾害成功避险与应急处置——以重庆市巫山县铜鼓镇兑窝子坪地质灾害为例

摘　　要：2023年重庆巫山“10·9”兑窝子坪特大型滑坡地质灾害,造成重大财产损失,由于预警及时,果断转移群众,未造成人员伤亡。基于滑坡前的群测群防和应急避险,滑动后的应急勘查和应急监测,分析滑坡发育特征和发展趋势,提出了应急处置措施和防治建议。总结成功避险与应急处置的关键经验为:提前发布地质灾害气象预警信息;强化落实“四重”网格化防灾体系;果断执行“三个紧急撤离”和“叫应”机制;应急处置方面加强现场指挥部统筹调度,专家组“保驾护航”,高新技术手段支撑,保证了应急处置的有效实施。In 2023,the“10·9”Duiwoziping large scale landslide geological disaster occurred in Wushan,Chongqing,causing significant property damage.Fortunately,the early warning was timely and the evacuating masses were decisive,without causing any casualties.Based upon the group monitoring and emergency avoidance before the landslide,as well as the emergency investigation and monitoring after the landslide,the development characteristics and trends of the landslide were analyzed,and emergency response measures and prevention suggestions were proposed.The key experience for successful risk avoidance and emergency response were summarized as:advance releasing geological disaster meteorological warning information,strengthen the implementation of the“four fold”grid basing disaster prevention system,resolutely implement the“three emergency evacuations”and“call response”mechanisms,in terms of emergency response,the overall coordination and dispatch of the on-site command center were strengthened,providing support and high-tech means to ensure the effective implementation of emergency response by expert groups.
