摘 要:东莞市机动车增长和城市建设带来的移动源污染日益凸显,为持续做好移动源污染治理,减小东莞市的臭氧超标现象,通过对东莞市“天地车人”一体化监控体系在移动源闭环监管中的应用现状进行研究分析,发现其在实际运行中面临着不少困难和客观因素的影响,为此提出了移动源污染闭环治理思路:移动源排放污染的高效治理须在不断完善“天地车人”一体化监控体系的基础上,从源头、使用和末端3个层面同时进行,才能形成有效的闭环管理。Moving source pollution caused by the growth of motor vehicles and urban construction in Dongguan city has become increasingly prominent.In order to continuously control the pollution of mobile sources and reduce the phenomenon of ozone exceeding the standard in Dongguan city,the application status of the integrated monitoring system of"Heaven-Earth-Vehicle-People"in the closed-loop monitoring of moving sources in Dongguan City was studied and analyzed.It found that it faces many difficulties and objective factors in actual operation.Therefore,this paper puts forward the relevant closed-loop treatment ideas of moving source pollution,and concludes that the efficient control of moving source pollution must be carried out from the source,use and end at the same time on the basis of constantly improving the integrated monitoring system of"Heaven-Earth-Vehicle-People",in order to form an effective closed-loop management.
