摘　　要：美国的非法移民最早出现在19世纪初期,自其出现伊始就具有强烈的政治和社会含义。历史上,美国政府长期采取限制性移民政策处理非法移民问题,但是因为法律程序、人道主义考量、政治博弈,特别是近年来美国共和党和民主党关于该问题的矛盾加剧等多种原因,治理效果一直不佳。随着非法移民对美国政治、经济、社会、文化及边境安全等方面产生的影响越来越大,美国民主党和共和党在非法移民问题上的博弈愈加激烈。特朗普在其第二任期内将会采取更加严厉的限制性移民政策,以前所未有的力度大力治理美国的非法移民问题,但因为其涉及的问题庞杂繁多,美国非法移民问题的治理困境将会长期存在。Illegal immigration has had strong political and social implications in the United States since its inception,.Historically the U.S.government consistently adopted restrictive immigration policies to deal with illegal immigration.However,these(9)(40)hasc approaches have not been successful due to a variety of reasons,such as legal procedures,humanitarian considerations,political games,and especially the intensifying conflict betweenthe Republican and Democratic Parties over this issue.With the growing impact of illegal immigrants on U.S.politics,economy,society,culture and borders,the partisan struggles over this issue have become increasingly fierce.In his second term of office,President-elect Trump is expected to adopt a more severe and restrictive immigration policy and take unprecedented efforts to deal with illegal immigration.Because of the many and varied issues involved,however,the dilemma of managing illegal immigration in the United States will persist for a long time.
