国际交流机制的建立和功能——以北京大学国际关系学院与成蹊大学法学部的学术交流为例

摘　　要：中外关系、国际关系说到底还是人和人的关系,作为根基的民众关系尤为重要。因此,沟通与交流,特别是民间的沟通与交流是中外关系、国际关系正常、向好的基础。北京大学国际关系学院和成蹊大学法学部之间的学术交流长达30余年,人员互访近150人(次),举行学术研讨会和报告会超过40次,互相发表学术论文51篇。这种长度、厚度和宽度都很突出的学术交流,超越了中日关系中时起时伏的波折,在维护和加固中日之间的友好桥梁、促进中日关系正向发展方面发挥了重要作用。China's foreign and international relations are,in the final analysis,people to people relations.Therefore,friendly and effective people-to-people communication and exchanges are the foundation for normal and positive foreign relations of China and international relations.Academic exchanges between the School of International Relations of Peking University and the Faculty of Law of Seikei University have lasted for more than 30 years,with nearly 150 visits between the two institutions,more than 40 academic symposiums and presentations held,and 51 academic papers published.Such academic exchanges of outstanding length,density,and breadth have transcended the ups and downs of Sino-Japanese relations and have played an important role in maintaining a bridge of friendship between the two countries and in promoting the positive development of Sino-Japanese relations.
