摘  要:《无障碍环境建设法》是我国在无障碍领域的第一部专门性法律,该法的实施为公共图书馆开展视障群体服务研究提供了有力支撑。文章在梳理相关研究进展的基础上,从观念、设施、信息、服务四个方面分析了《无障碍环境建设法》带来的积极影响,总结了当前公共图书馆视障群体服务面临的主要问题,并据此提出了公共图书馆视障群体服务的发展建议。公共图书馆应通过宣传普及法律知识,建立健全体制机制;完善无障碍设施建设,构建共建共治共享局面;增加阅读资源供给,开展数字技能培训;拓展无障碍服务内容,建设无障碍信息服务平台等手段,为视障群体营造良好的服务环境,担当起构建和谐社会的文化责任。The Accessible Environment Construction Law is China’s first specialized legislation in the field of accessibility,and its implementation provides critical support for public libraries to enhance services for visually impaired groups.Based on a review of recent research developments,this paper examines the positive impacts of the law from four perspectives:concepts,facilities,information,and services.It also summarizes the main challenges currently faced by public libraries in serving visually impaired groups and offers recommendations for service development in public libraries.Public libraries should take on the cultural responsibility of fostering a harmonious society and creating an inclusive service environment for visually impaired individuals by promoting legal awareness,establishing and improving policies and mechanisms;enhancing accessibility facilities,fostering a culture of co-construction,co-governance,and shared development;increasing the availability of reading resources,organizing digital skills training;and expanding accessible service offerings,including the development of accessible information service platforms.
