摘　　要：建设以人为中心的图书馆,既是“十四五”规划的时代命题,又是公共图书馆事业迈向高质量发展的必然要求。本研究以公共管理为分析视角,在文献述评的基础上,采用利益相关者理论、新公共服务理论和多中心治理理论,深入探讨以人为中心的图书馆的生成逻辑、内涵延展及未来指向。研究认为创新用户服务、提升组织韧性、反哺经济社会、促进价值共创是以人为中心的图书馆的发展方向。Building a people-centered library is both a contemporary mandate of the“14th Five-Year Plan”and a necessary step toward the high-quality development of the public library sector.This study,grounded in public management,reviews the literature and applies stakeholder theory,new public service theory,and polycentric governance theory to explore the generative logic,extended connotations,and future directions of a people-centered library.The research suggests that the development of a people-centered library should focus on innovating user services,enhancing organizational resilience,contributing to economic and social development,and promoting value co-creation.
