摘　　要：文章采用系统工程方法论和模块化设计思想,以高校图书馆为服务主体,企业、产业联盟和地方政府等组成的创新型产业集群为服务客体,以立项/布局/决策、技术创新、专利转移转化为服务需求,构建面向创新型产业集群的高校图书馆专利信息立体化服务体系模型及体系框架,对服务体系的各个功能模块进行了精细化设计。文章提出了面向创新型产业集群的专题数据库构建方法、标准化的服务流程、分级式的服务内容、多维耦合的服务模式,为完善高校图书馆专利信息服务功能、保障创新型产业集群专利信息服务需求提供了系统化解决思路。This article adopts systems engineering methodology and modular design principles,with university libraries as the service providers and innovative industry clusters,consisting of enterprises,industry alliances,and local governments,as the service recipients.It focuses on service demands such as project initiation/layout/decision-making,technological innovation,and patent transfer and commercialization.The paper constructs a three-dimensional patent information service system model and framework for university libraries targeting innovative industry clusters,providing a detailed design of each functional module of the service system.It proposes methods for constructing specialized databases,standardizing service processes,offering tiered service content,and implementing multi-dimensional coupling service models.These suggestions provide a systematic solution for improving the patent information service functions of university libraries and ensuring the patent information needs of innovative industry clusters.
