摘　　要：针对当前医疗领域中因微信小程序等线上平台普及而引发的医院号贩子活动猖獗的问题进行深入探讨。该文剖析微信小程序环境下医院号贩子活动的新特点、新形式以及对正常医疗秩序和公众权益的危害;通过系统化分析和研究,设计一套结合人工智能、大数据分析及实名制验证等多种技术手段的综合治理方案,旨在有效识别和打击利用微信小程序进行非法倒卖挂号的行为;最后,详细阐述该方案的具体实现过程和技术细节,包括用户行为监测、风险预警模型构建、智能策略干预等功能模块的设计与实施,并通过实际案例验证该方案的有效性和可行性。通过探索与实践,不仅有利于维护公平公正的医疗资源分配环境,提升医疗服务效率,而且对于保障广大患者合法权益,推动医疗卫生信息化建设的健康发展具有重要的理论价值和现实意义。This paper delves deeply into the rampant activities of hospital scalpers in the current medical field caused by the popularization of online platforms such as WeChat Mini Program.The article analyzes the new characteristics and new forms of hospital scalpers'activities under the WeChat Mini Program environment,as well as the harm to normal medical order and public rights and interests.Through systematic analysis and research,a comprehensive management plan combining artificial intelligence,big data analysis and real-name verification has been designed.The purpose is to effectively identify and combat the use of WeChat Mini Program for illegal reselling and registration;Finally,the specific implementation process and technical details of the plan are elaborated,including the design and implementation of functional modules such as user behavior monitoring,risk early warning model construction,and intelligent policy intervention,and the effectiveness and feasibility of the plan are verified through practical cases.Through exploration and practice,it is not only conducive to maintaining a fair and just medical resource allocation environment and improving medical service efficiency,but also has important theoretical value and practical significance for protecting the legitimate rights and interests of patients and promoting the healthy development of medical and health informatization construction.
