摘　　要：过去30年是中国城市化的1.0阶段,如今开始进入2.0阶段。城市空间发展从“增量扩张”向“存量优化”转型,“存量规划时代”来临。解放路商圈自上世纪50年代便是重要商业中心,但近年来面临活力不足、公共空间不连续等问题。为规避大拆大建的高成本方式,项目采用渐进式有机更新策略,智慧推动“连续城市”的修补。更新理念包括政府主导与自主更新结合,先提升公共环境品质,再带动商家业态升级,建立社区营造机制,实现共赢。改造构想分为政府主导和民间自主两部分,包括公共环境意象改造、交通设施改善、地块更新等。建议政府立即启动行动计划,通过短期投入带动片区整体再发展,为城市未来可持续竞争力奠基。The past 30 years have marked the 1.0 phase of urbanization in China,which is now transitioning into the 2.0 phase.Urban spatial development is shifting from“incremental expansion”to“stock optimization,”heralding the era of“stock planning.”Jiefang Road Business District,a significant commercial center since the 1950s,has recently faced issues such as lack of vitality and discontinuous public spaces.To avoid the high costs of large-scale demolition and reconstruction,the project adopts a gradual and organic renewal strategy,intelligently promoting the repair of a“continuous city.”The renewal concept integrates government-led and self-initiated updates,prioritizing the enhancement of public environmental quality to drive the upgrading of business formats and establish a community-building mechanism for mutual benefit.The renovation plan is divided into government-led and civilian-autonomous components,encompassing the transformation of public environmental imagery,improvement of transportation facilities,and site renewal.It is recommended that the government immediately initiate an action plan to drive the overall redevelopment of the area through short-term investments,laying the foundation for the city′s future sustainable competitiveness.
