河北省奶牛养殖高质量发展评价及障碍因子诊断研究

摘　　要：科学合理地测度河北省奶牛养殖高质量发展水平,并诊断其关键障碍因子,对于推动河北省奶业振兴目标全面实现,提高河北奶业现代化水平具有重要的现实意义。本文在界定奶牛养殖高质量发展内涵的基础上,构建了涵盖经济、社会、生态3个维度的奶牛养殖高质量发展水平评价指标体系,从奶牛养殖投入产出效益、产品质量、奶牛福利、资源消耗、生态保护等层面对河北省2010-2021年奶牛养殖高质量发展水平进行综合评价。研究结果表明,2010-2021年期间河北省奶牛养殖高质量发展水平呈现“W型”循环波动变化趋势;生态维度指数对于高质量发展综合水平的贡献度最高;经济维度是影响奶牛养殖高质量发展水平提升的主要障碍维度;成本利润率、粪污中BOD等有害物质含量以及医疗防疫费用是最为关键的障碍因子。为进一步提高河北省奶牛养殖高质量发展水平,应进一步挖掘奶牛养殖降本提质增效潜力、不断创新绿色低碳养殖技术、持续关注奶牛健康和福利。It is of great practical significance to scientifically and reasonably measure the high-quality development level of dairy farming in Hebei Province and diagnose its key obstacles,it can help promote the full realization of the goal of dairy industry revitalization and improve the modernization level of dairy industry in Hebei Province.On the basis of defining the connotation of high-quality development of dairy farming,this paper constructs an evaluation index system covering three dimensions of economy,society and ecology,and comprehensively evaluates the high-quality development level of dairy farming in Hebei Province from 2010 to 2021 from the aspects of input-output benefits,product quality,dairy welfare,resource consumption and ecological protection.The results show that the high-quality development level of dairy farming in Hebei Province from 2010 to 2021 shows a"W-shaped"cycle fluctuation trend.The ecological dimension index has the highest contribution to the comprehensive level of high-quality development.The economic dimension is the main obstacle dimension affecting the improvement of the high-quality development level of dairy farming.Cost-to-profit margin,BOD and other harmful substances in manure,and medical and epidemic prevention expenses are the most critical obstacles.In order to further improve the high-quality development level of dairy farming in Hebei Province,it is necessary to further tap the potential of dairy farming to reduce costs and improve quality and efficiency,continuously innovate green and low-carbon breeding technologies,and continue to pay attention to the health and welfare of dairy cows.
