提高城镇污水处理厂自负盈亏能力实现健康运营的建议

摘　　要：目前四川省大部分市(州)政府在污水处理收费基础上需额外支出财政补贴,才能维持辖区内城镇污水处理厂正常稳定运行。为有效促进城镇污水处理厂节能降费、稳定达标运营,梳理环境统计数据,调研典型城镇污水处理厂运营状况,分析影响城镇污水处理厂运营的因素,提出促进城镇污水厂健康稳定运营的建议。结果表明,影响城镇污水处理厂运营的因素包括政策因素(用电价格、出水水质)、技术因素(处理工艺、处理规模、设备选用)和管理因素(内部管理因素、外部管理因素),针对性地提出用好环境经济政策、优化污水处理厂设备选型、加强污水处理厂运行管理和完善污水收集配套管网等建议。Most municipal governments of Sichuan Province need to provide subsidies,in addition to wastewater treatment fees already charged,to keep municipal wastewater facilities running normally and stably.In order to save operating energy,reduce cost and keep facilities meeting regulatory standards,data of environmental statistics were reviewed,typical facilities were investigated and factors affecting facility operations were analyzed,and suggestions to promote healthy and stable operations were proposed.The results show it that factors affecting municipal wastewater treatment plant operations include policy factors(electricity price,discharge standards regulation),technical factors(treatment processes,scales,equipments)and management factors(by facility operators and by government bodies).Advice is proposed accordingly including full use of environmental economic policies,optimization of facility equipments,enhancement of facility operations management and improvement of sewage pipe network.
